Given that the M.N. Spear Library would become vacant in early 2026 with the opening of the new Shutesbury Public Library, the Select Board in September 2025 appointed a temporary study committee to evaluate potential future use of the current building, The Select Board's goal was to explore the feasibility and viability of potential constructive uses for the building in support of future Town investment in implementing preservation.
Committee Composition The Reuse Committee consisted of six (6) members appointed by the Select Board, including representation from the Buildings Committee, Finance Committee, and the Historical Commission.
Charge and Purpose of the Reuse Committee The Committee's purpose was to determine the highest and best use for the historic building, including for municipal offices or other possible uses by boards, committees, and Town organizations.
Tasks to be undertaken by the Reuse Committee The Committee was to conduct a municipal needs assessment and develop a conceptual plan for reuse of the building, with input and advice of Shutesbury Boards, Committees and Department Heads as it considered future uses for the facility. Public participation took the form of an electronic public survey, stakeholder interviews, and a public forum. The Committee was to make a preliminary determination of costs for the most viable reuse options for the building, working through the Town Administrator's Office to engage the advice and counsel of professional advisors, as needed.
The Committee was tasked with providing a comprehensive recommendation to the Select Board at the conclusion of its study. A final report and recommendations was presented to the Select Board at its meeting on June 9, 2026. Committee Final Report and Recommendations (pdf)
